About Us

William (Bill) Pay, holds Bachelor degrees in Physics, Education and Engineering from Dalhousie University in Halifax, Nova Scotia.

During 2010-12 Bill worked with SNC-Lavalin O&M as Program Manger on the RCMP portfolio.  It was his responsibility to work with all stakeholders to develop a 3 year program of work.  He was required to optimize annual budget allocation by prioritizing recommending and coordinating projects.  This required him to validate and assess the content of all new proposed projects (preliminary definition of scope, budget and schedule) to ensure highest quality with best technical solutions, estimates and options presented to the client.  During the program delivery period he was required to the develop and negotiate options for project substitutions and perform financial analysis at the portfolio level which included follow up and reporting on active projects.

From 2008 to 2009 Bill worked with ADI (formerly O’Halloran Campbell Consultants), in Halifax, where he gained experience working on a host of community development and transportation related projects, including the design of; Bayside Seniors Home, York Manor Expansion, Milford Underpass Replacement, bridge inspections, and bridge rehabilitations.

In 2007 Bill worked as a Construction Superintendent at the Diavik Diamond Mine in the North West Territories.  He oversaw the renovation of the 400 room South Camp Complex; the preparation of construction estimate and tendering for the addition of a new camp facility that would provide additional quarters for 200 personnel, along with a 400 man mine dry facility.

From 2005 to 2007 Bill was with SNC-Lavalin as a Project/Structural Engineer assigned to multidisciplinary projects for the Department of National Defence (DND), including LAV III Facilities and the Fleet Maintenance Facility - Cape Scott.

During 2004 Bill was with Jacques Whitford as an Environmental and Geo-Technical Technician.  It was here that he gained experience with Environmental Site Assessments and geo-technical field work.  

From 1995 until 2004 Bill taught at High Schools in Halifax and Connecticut along with courses in pre-university physics at Dalhousie University.  In 1997 he worked with the Canadian Space Agency to develop an educational CD on thermodynamics with the International Space Station as the central theme.

Bill is the Owner and Principal Designer at CSTM Resources Ltd.
